Betsey Hale, CEcD – Chief Executive Officer
Betsey Hale began as CEO of Cheyenne LEADS in April of 2020.
Betsey most recently served as the President of Three Rivers Development Corporation located in Corning, NY. Three Rivers is a 54-year-old economic and community development organization that serves a three-county region in the Finger Lakes Wine Country. Prior to her work in New York State, Betsey was the Business Development Manager for the City of Loveland, Colorado from 2006-2011 and their Economic Development Director from 2011-2015. Hale earned the designation of Certified Economic Developer from the International Economic Development Council in 2020.

Derrek Jerred, CEcD – Director of Business Attraction
Derrek is the Director of Business Attraction at Cheyenne LEADS.
Derrek has served on the Board of Directors for K9s 4 Mobility and was the Co-Chair of the United Way of Laramie County’s Emerging Leaders. Derrek was named one of Wyoming’s 40 Under 40 by the Wyoming Business Report in 2017, and he is in Leadership Wyoming’s Class of 2018.
Derrek also officiates hockey, has helped coach youth football, is a proud Rotarian, and actively volunteers at Element Church. Derrek graduated with his Business Administration degree from the University of Wyoming in 2013. Go Pokes! Derrek enjoys golfing, traveling, attending concerts, and cooking/eating food. Derrek has never passed up a medium-rare ribeye steak, or a karaoke opportunity and he genuinely wishes that there was more time in the day for ceramics.

Rachelle Zimmerman – Director of Marketing
Rachelle is the Director of Marketing and Communications for Cheyenne LEADS. After graduating from the University of Wyoming Rachelle lived in Central California, Colorado Springs, and Denver, working in several positions, including Senior Executive for Macy’s. Prior to coming to LEADS, Rachelle was the Marketing Director for the Wyoming Tribune Eagle where she oversaw Friday’s on the Plaza and created Step Up Cheyenne.
Rachelle was named an Honorary Commander at FE Warren AFB for 2014-2015. Rachelle has served on the Board of Directors for the Laramie County Library Foundation, where she served as the Events Chair, and was honored to be the Chairman for the 2017, 2018 and 2019 Booklovers Bash. She also served on the board of United Way of Laramie County, serving as the Marketing Chairperson. Rachelle is a longtime volunteer for the Cheyenne Frontier Days Indian Committee, receiving Volunteer of the Year in 2013 and being elected to the CFD HEELS in 2018. She also served as a CFD Dandy and as Miss Frontier in 1993, promoting Cheyenne and Cheyenne Frontier Days.

Jack McIntyre – Director of Business Retention & Expansion
Prior to joining Cheyenne LEADS, Jack served as a Sales Development Representative at Can-Do Ideas, a marketing agency based in Helena, Montana.
Jack attended Carroll College in Helena, where he was a member of the Fighting Saints football team, graduating with honors with a degree in Business Administration, in addition to emphases in both Marketing and Sports Management.
Jack enjoys community involvement and takes pleasure in offering a helping hand whenever and wherever he can.
Jack is a native of Buffalo, Wyoming. He is an avid sports fan and enjoys spending time with family and friends in the outdoors, whether that be on the golf course, hunting in the mountains, or on the water fly fishing.

Dawn Culpepper – Operations Manager
Dawn is the Operations Manager for Cheyenne LEADS, is a native to the state of Wyoming, graduated from Kelly Walsh High School, attend Casper College and the University of Wyoming. She moved to the Cheyenne area in 1998. Prior to joining Cheyenne LEADS she worked for McGee, Hearne & Paiz, LLP as a Senior Accountant Technician for just shy of eleven years. She brings a wide variety of bookkeeping experience including not-for-profit, medical office, retail and close to 10 years of financial institution experience. She is the Treasurer of the Board for K9s 4 Mobility.
Outside of work, Dawn enjoys her time with family including her fiance and their grandchildren, the outdoors, hiking, biking, boating, fishing, and camping.
