Betsey Hale, CEcD – Chief Executive Officer

Betsey Hale serves as the CEO of Cheyenne LEADS. In this position since 2020, Betsey focuses on marketing the community, business attraction, and assisting local companies to grow and expand.

Betsey previously served as the President of Three Rivers Development Corporation in Corning, NY.  From 2006-2011 Betsey was the Business Development Manager for the City of Loveland, Colorado, and their Economic Development Director from 2011-2015.

Hale earned the designation Certified Economic Developer (CEcD) from the International Economic Development Council in 2020.

Rachelle Zimmerman – Director of Business Attraction

Rachelle serves as the point of contact for business attraction and investment related to new business leads and projects. She also plans, coordinates, and supports the implementation of programs and projects that support the attraction, relocation, and expansion of domestic and international businesses.

Rachelle also implements and manages the Cheyenne LEADS marketing plan, website, branding standards, and the design, development, and direction of targeted campaigns to recruit new business to Cheyenne & Laramie County

After graduating from the University of Wyoming Rachelle lived in Central California, Colorado Springs, and Denver, working in several positions, including Senior Executive for Macy’s. Prior to coming to LEADS, Rachelle was the Marketing Director for the Wyoming Tribune Eagle where she oversaw IT, web services, and graphic design departments.

Rachelle was named an Honorary Commander at FE Warren AFB for 2014-2015. Rachelle has served on the Board of Directors for the Laramie County Library Foundation, where she served as the Events Chair and was honored to be named the Chairman of the Booklover’s Bash. She also served on the board of United Way of Laramie County, serving as the Marketing Chairperson for eight years. Rachelle is a longtime volunteer for the Cheyenne Frontier Days Indian Committee, being named Volunteer of the Year in 2013 and elected to the CFD HEELS in 2018.  She also served as a CFD Dandy and as Miss Frontier in 1993, promoting Cheyenne Frontier Days and the sport of rodeo.

She enjoys spending time with her children who both attend the University of Wyoming and her husband, Steve.

Dawn Culpepper – Operations Manager

As the Operations Manager for Cheyenne LEADS Dawn is responsible for the organizational, and day-to-day operations of the office. She assists the CEO, Board of Directors, and committees in completing the work of the Corporation. Dawn also handles the budget process, and all aspects of the accounting systems including preparation of the monthly financial reports, accounts payable and accounts receivable, and manages office equipment and IT functions. Dawn also assists with event planning and membership management.

Dawn, a native of the state of Wyoming, graduated from Kelly Walsh High School and attended Casper College and the University of Wyoming. She moved to the Cheyenne area in 1998. Prior to joining Cheyenne LEADS she worked for McGee, Hearne & Paiz, LLP as a Senior Accountant Technician for over ten years. She brings a wide variety of bookkeeping experience including not-for-profit, medical office, and retail organizations. She has also served as the Treasurer of the Board for K9s 4 Mobility.

Outside of work, Dawn enjoys hiking, biking, boating, fishing, and camping with her family and husband.
